Jill Lyon is the Vice President and General Counsel of the United Telecom Council (UTC), a trade association representing the "telecommunications interests of electric and gas utilities, water companies, gas pipelines and other critical infrastructure entities, along with their technology partners."

The United Telecom Council created the United Power Line Council (UPLC), whose mission is "Driving the Development of Broadband Over Power Line Solutions for Electric Utilities and Their Partners."

Ms. Lyon spoke today with Broadband over Power Line World about the UTC's efforts to protect and extend the rights of cities, especially those with publicly-owned electrical utilities, to build and operate broadband Internet access systems that offer service to municipal residents.

In that interview, the UTC spokesperson asked rhetorically, "If broadband is something that helps to determine the success of the community, and I think in most cases people would agree that it is these days, then if taxpayers are willing to pay for that kind of network, and get it at a competitive rate, then why shouldn't they be able to?"
