Los Angeles Department of Water & Power (LADWP) announces new "performance-based" solar electricity incentive program

On July 28, 2006, in a press release entitled "LADWP Board of Commissioners Reaffirms Commitment to Solar Rebate Program--Public Invited to Submit Reservation Requests Starting August 14, 2006", the largest municipally-owned utility in the U.S. announced that:

"The Board of Commissioners of the Department of Water and Power (LADWP) approved the new guidelines for the Solar Photovoltaic Rebate Program. The new performance based program provides financial rebates to LADWP customers who install solar systems on their homes or businesses. The approval of the plan also demonstrates the LADWP’s commitment to the environment, renewable energy and the Los Angeles economy.

"The revised guidelines are designed to meet escalating requests by customers eager to participate in one of the largest solar electric system installation programs in the nation. The guidelines represent a continued commitment to solar power for the City of Los Angeles. The Solar Program also assists the LADWP in achieving its goal of providing 20% of its energy from renewable energy sources by 2010."

Etopia News's Solar World spoke by phone yesterday morning with Josephine Gonzalez, Solar Program Manager at the LADWP, about the utility's program to encourage the deployment of residential and business systems for the generation of electricity using photo-voltaic (PV) solar technology through a system of incentives based on the performance over 20 years of these installations. This approach replaces the previous, capacity-based, system of calculating incentives to residents and businesses.
