Under the provisions of California Assembly Bill 2987, enacted into law as the Digital Infrastructure and Video Competition Act of 2006 (DIVCA), providers of video distribution services (cable companies and telephone companies) will operate under "state-issued authorizations" instead of negotiating cable franchises with towns and cities.

Because of this change in arrangements, the Los Angeles Board of Information Technology Commissioners and Municipal Access Policy Board will hold a series of community meetings in March and April, 2007, to gather public input about what kind of content and what kind of structure the people would like to see for the public, educational, and governmental (PEG) programming that will be funded from fees levied on the video distribution service providers authorized under DIVCA to provide such service.
